The city of Beijing, China has launched an ambitious project to integrate blockchain throughout the city. This plan is being carried out under the strategy of establishing blockchain technology as a core digital infrastructure over the next two years and maximizing the use value of digital assets.

The ‘Beijing Blockchain Innovation and Application Development Action Plan’ was announced on April 29 and is known to have been jointly established by six major departments, including the Science and Technology Committee of Beijing, Zhongguancun Management Committee, Cyberspace Administration, Government Services and Data Bureau, Economic Information Bureau, and Commerce Bureau. The execution period is from this year to 2027.

The core of the plan is to define blockchain as a basic technology for industrial digitalization and apply it to various fields such as healthcare, education, artificial intelligence, finance, and transportation. In particular, blockchain software development focusing on core technologies such as cryptography, privacy-preserving computing, and distributed systems is being promoted. On the infrastructure side, it includes building a national blockchain hub node, a trust-based digital identity platform, and a distributed data directory.

Beijing intends to complete an ecosystem equipped with dedicated chips, privacy protection functions, cross-chain compatibility, and distributed network functions by 2027, adhering to the integrated principle of “one blockchain, one network, one platform.” This ecosystem is expected to include a digital identity authentication system for millions of people, petabyte-scale storage, and a large-scale interoperable environment.

Beijing authorities, through this plan, aimed to create new business models across various industries based on the reliability and efficiency of blockchain and to innovate the data sharing structure. Additionally, a specific goal is set to secure at least 20 blockchain application cases with practical utility.

This announcement is a continuation of the ‘Web3 Innovation and Development White Paper’ released last May. At that time, Beijing defined Web3 as an inevitable flow in the next-generation internet industry and announced plans to actively support related technologies and companies by allocating a budget of at least 100 million Yuan annually. This blockchain action plan is interpreted as a follow-up measure aimed at advancing to a leading city in the digital economy.
