United States President Donald Trump signed an executive order to actively encourage seabed mineral development as a measure to strengthen the United States' critical mineral supply chain. This measure includes actively pursuing resource exploration and mining not only in US territorial waters but also in international waters, and is seen as a concrete action by the United States to enhance resource security.
This executive order was officially announced on the 24th (local time), and the president instructed relevant departments to expedite the processing of related permits so that private companies can explore and develop seabed minerals, and to actively seek joint development plans with other countries. The executive order specifies business activities not only in US waters but also in international waters.
The United States has relied on China for a significant portion of rare mineral resources essential for the advanced technology industry and defense sector, and the recent movement by China to control the export of these resources has increased instability. President Trump emphasized, “Securing a reliable supply of critical minerals is essential for national security, and the United States must free itself from the resource control of foreign adversaries.”
This measure may conflict with existing international norms for seabed resource development. Currently, most countries follow the International Seabed Authority (ISA) regulations; however, the United States is attempting to allow companies to develop minerals in international waters through independent decisions without ISA coordination. Consequently, it raises the possibility of diplomatic friction with both allies and competitors.
In fact, Canada's mining company, The Metals, recently announced a plan to mine seabed minerals in cooperation with a US company, bypassing international treaty procedures. Environmental groups strongly oppose this measure, fearing the destruction of seabed ecosystems and warning about the potential for widespread damage to marine habitats.
Through this measure, President Trump has made clear his intention to reduce dependence on the China-centric resource supply chain and establish a US-centric strategic resource acquisition system. The international competition surrounding the acquisition of seabed minerals is poised to intensify once again.
