NVIDIA CEO “If AI chip exports are blocked, Huawei will fill the gap... Missing a 50 billion dollar opportunity”

Jensen Huang, CEO of NVIDIA, expressed concerns about the U.S. government's AI chip export restriction policy and warned of how big the lost opportunity in the Chinese market is. He pointed out that the export controls could even shake the global leadership of AI technology.

CEO Huang said on the 6th (local time) at the 'Milken Conference 2025' in Los Angeles, USA, “The decision to block technology export can be understood for national security or economic reasons, but it overlooks the fact that counterpart countries can utilize the computing resources they already possess.” He added, “If American companies abandon the market, ultimately tech companies like Huawei will fill that space.”

CEO Huang particularly stated, “While we are not supplying products to the Chinese market, that market could grow to a 50 billion dollar scale within years,” asserting that “America is abandoning a huge business opportunity by itself.” He further emphasized, “The profit gained from exports returns as revenue and jobs in America, and can also contribute to strengthening technological competitiveness.”

Currently, NVIDIA occupies about 90% of the AI semiconductor market, but due to U.S. government regulations, it is unable to sell chips to China. Particularly, even chips like the H20, which is lower in performance than the H100, were recently excluded from the export list. CEO Huang said, “While the U.S. is restricting exports, China is developing its chips to fill the gap, and Huawei has already reached a threatening level.”

He also emphasized the strategic importance of AI technology, stating “AI is an infrastructure technology with the broadest impact since the internet,” and stressed the need for flexible policies so that American technology can settle as a global standard.”

CEO Huang’s remarks seem to reflect concern that the U.S. government’s export restrictions could rather diminish the competitiveness of American companies. As the impact of the AI industry on the world economy and security grows, discussions on how to balance technology and diplomacy are also drawing attention.
